बड़ी खबर आपको बता दें कि विधानसभा चुनाव से पहले हिमाचल के सरकारी कर्मचारियों के प्रति देनदारी को पूरा करने के लिए जयराम सरकार ने एकमुश्त 2500 करोड़ लोन उठाने का फैसला किया है। वित्त विभाग ने इसकी अधिसूचना जारी कर दी है और जल्द ही एक ऐसा राज्य के कोषागार में होगा।
वित्त विभाग ने पिछले सप्ताह इस बारे में रिजर्व बैंक ऑफ इंडिया को आवेदन किया था। जारी नोटिफिकेशन के अनुसार 2500 करोड़ का लोन चार किस्तों में आएगा। ये किस्तें 500 करोड़, 500 करोड़, 700 करोड़ और 800 करोड़ की होंगी। इस लोन को 11 से 15 साल के बीच वापस करना होगा।
इससे पहले हिमाचल सरकार ने वेतन आयोग एरियर की पहली किस्त देने के लिए 1000 करोड़ का लोन लिया था। अब 2500 करोड़ और आ रहे हैं, लेकिन इसके बावजूद एरियर की दूसरी किस्त या महंगाई भत्ते की लंबित किस्त में से कोई एक का ही भुगतान हो पाएगा।
सोमवार या मंगलवार को केंद्र सरकार से रेवेन्यू डिफिसिट ग्रांट भी हिमाचल सरकार को अपेक्षित है। राज्य में विधानसभा चुनाव सिर पर हैं और अक्तूबर में कभी भी चुनाव आचार संहिता लग सकती है।
उससे पहले हिमाचल सरकार चाहती है कि कर्मचारियों का जितना भुगतान लंबित है, उसमें से अधिकतम कर दिया जाए, लेकिन इसके बावजूद वेतन आयोग से संबंधित देनदारियों चुनाव से पहले पूरी तरह खत्म नहीं हो पाएगी।
हाल ही में हिमाचल सरकार ने यूजीसी वेतन आयोग दिया था और फिर पे-रिवीजन रूल्स में संशोधन करते हुए कुछ और 89 श्रेणियों के कर्मचारियों को हायर ग्रेड-पे का लाभ भी दिया है। इन दोनों घोषणाओं को लागू करने के बाद इनका वित्तीय प्रभाव अभी कोषागार पर देखा जाना बाकी है।

Earlier, the Himachal government had taken a loan of 1000 crores to pay the first installment of pay commission arrears. Now 2500 crore more is coming, but despite this, only one of the 2nd installment of arrears or the pending installment of dearness allowance will be able to be paid.
On Monday or Tuesday, the Revenue Deficit Grant from the Central Government is also expected to the Himachal Government. Assembly elections are on the head in the state and the model code of conduct is likely to be imposed anytime in October.
Before that, the Himachal government wants that the maximum payment of the employees is pending, but despite this, the liabilities related to the Pay Commission will not be completely finished before the elections.
Recently, the government had given the UGC Pay Commission and then amending the pay revision rules, some more 89 categories of employees have also been given the benefit of higher grade-pay. The financial impact of both these announcements after implementation is yet to be seen on the Treasury.
