शुक्रवार को सचिवालय में कैबिनेट सब कमेटी के अध्यक्ष एवं राजस्व मंत्री महेंद्र सिंह की अध्यक्षता में सब कमेटी की बैठक हुई, जिसमें सेक्रेटरी लॉ और स्पेशल सेके्रटरी फाइनांस भी मौजूद थे। On Friday, a meeting of the sub-committee was held in the secretariat under the chairmanship of the cabinet sub-committee chairman and revenue minister Mahendra Singh, in which the secretary law and special secretary finance were also present.
इस बैठक में आउटसोर्स कर्मचारियों को जॉब सिक्योरिटी देने और आउटसोर्स की व्यवस्था से निजी कंपनियों को बाहर करने को लेकर सहमति बन गई है। In this meeting, it has been agreed to give job security to outsourced employees and to exclude private companies from outsource system.

हालांकि कैबिनेट सब कमेटी 27 तारीख को फाइनल बैठक करेगी, क्योंकि दो बिंदुओं पर दो विभागों को अपनी रिपोर्ट देनी है। इसके बाद 28 सितंबर को होने वाली कैबिनेट की बैठक में मंत्रिमंडल पॉलिसी पर फैसला लेगा।

यही वजह है कि 27 सितंबर को एक बार फिर कमेटी बैठेगी और 28 को होने वाली कैबिनेट की बैठक में इस पर अंतिम फैसला ले लिया जाएगा। This is the reason that the committee will sit once again on 27th September and the final decision will be taken in the cabinet meeting to be held on 28th.
उन्होंने कहा कि चर्चा के दौरान सब कमेटी इस बात पर भी सहमत है कि आउटसोर्स को लेकर निजी कंपनियों को यदि बीच में से हटा दिया जाए, तो राज्य सरकार पर भी कोई वित्तीय बोझ नहीं पड़ रहा है। He said that during the discussion, the sub-committee has also agreed that if the private companies are removed from the middle regarding outsource, then there is no financial burden on the state government.
उन्होंने कहा कि आउटसोर्स सिस्टम भारत सरकार और हिमाचल सरकार में रहेगा, लेकिन इन कर्मचारियों को नौकरी की सुरक्षा कैसे दी जाए, यह महत्त्वपूर्ण है। He said that the outsourced system will remain in the Government of India and the Government of Himachal Pradesh, but how to provide job security to these employees is important.

हिमाचल में बन रहे फोरलेन से प्रभावित हुए लोगों को दोगुने के बजाय चार गुना मुआवजा देने के मामले में भी कैबिनेट सब कमेटी ने अपनी सिफारिशों को फाइनल कर लिया है। इस बैठक में मेंबर दो अन्य मंत्री शिक्षा मंत्री गोविंद सिंह ठाकुर और वन मंत्री राकेश पठानिया भी मौजूद थे। The cabinet sub-committee has also finalized its recommendations in the matter of giving four times compensation instead of double to the people affected by the four lane being built in Himachal. प्रभावितों को बैक डेट से चार गुना मुआवजा देने पर सहमति तो बनी है, लेकिन यह चुनिंदा क्षेत्रों में ही होगा। सभी प्रभावितों के लिए एक समान फार्मूला नहीं होगा।
यह सिफारिश भी कैबिनेट में ही सब कमेटी ने रखनी है और 28 सितंबर को ही इस पर फैसला होना है। दो रोज पहले फोरलेन प्रभावित संघर्ष समिति के संरक्षक ब्रिगेडियर खुशाल ठाकुर ने भी सरकार के सामने यह मामला नए सिरे से रखा था।
