Day and night, the Himachal Police Force, deployed for law and order and security of the citizens of the state, is battling with the wrath of pay discrepancy in the Himachal government.
After the recruitment of constable in the year 2000, the salary of the police personnel who were promoted to the post of Havildar in the year 2009 is 51 thousand in 2021, while the soldiers recruited between 2008 and 2012 are serving as constables in 2021 as well.
His salary is 58 thousand rupees. Havildars are feeling cheated by getting less salary than a lower rank constable. After 2013, despite recruiting constables on regular basis, the salary is being given on contract basis for eight years.
According to the new rules, employees of all other departments are being given the benefit of increased salary and other facilities by bringing them into regular service after just two years of contract.
Police personnel are also being given a rattle in the name of allowance, they are being given Rs.20 per month as Conveyance Allowance, Rs.30 Kit Maintenance Allowance and Ration Allowance of Rs.210 per month. House Rent Allowance (HRA) is given as per basic salary minimum 400 and maximum 600 per month.
According to an information, after the revolt of an English military force against the British government in the year 1857, in the year 1861, the then British government made rules that no military force would be able to protest and strike. These rules are still effectively applicable to the police force of various states.
This is the reason why state police force personnel cannot raise their voice about their rights and other problems like pay discrepancies. Director General of Police Sanjay Kundu said in relation to the contract of 8 years of police personnel that the matter has been sent to the government on behalf of the Police Headquarters, which is currently under consideration with the government.
Employees who have any problem related to pay discrepancy can write to the government or governor in a disciplined manner. After that, if the government gives any order to the police headquarters, then they will be implemented as per the rules.
