चंद्रभाग नदी का जलस्तर बढ़ा : हिमाचल पुलिस

हिमाचल प्रदेश पुलिस ने बताया कि भारी बारिश के चलते चंद्रभाग नदी का जल स्तर बढ़ गया है। लाहौल और स्पीति जिले में दो जगहों पर अचानक बाढ़ आ गई और जिंग जिंगबार के पास मनाली-लेह राष्ट्रीय राजमार्ग 3 पर पानी और मलबा आ गया। इसके चलते दारचा और सरचू पुलिस चेक पोस्ट पर अगले आदेश तक यातायात रोक दिया गया।

मौसम विज्ञान केंद्र शिमला की ओर से प्रदेश के कई भागों में 18 से 21 जुलाई तक भारी बारिश का अलर्ट जारी किया गया है। विभाग के अनुसार राज्य के कई भागों में 23 जुलाई तक बारिश जारी रहने की संभावना है।

पर्यटकों के लिए एडवाइजरी जारी

हिमाचल ट्रैफिक टूरिस्ट रेलवे पुलिस शिमला ने बरसात में पर्यटकों को पहाड़ी क्षेत्रों में नहीं जाने की सलाह दी है। पुलिस के अनुसार बरसात के चलते कुल्लू, मनाली, रोहतांग जाने वाली सड़कों में धुंध, जगह-जगह भूस्खलन से दिक्कतों का सामना करना पड़ सकता है।

मौसम के साफ रहने के कारण 8 शहरों का तापमान 35 डिग्री के पार चला गया है, जिससे लोग उमस भरी गर्मी झेलने को लाचार हो गए हैं। ऊना में अधिकतम तापमान 38 डिग्री रहा जबकि राजधानी शिमला में 25.9 डिग्री रहा है। इसके अलावा भुंतर में 35.6, मंडी में 35, बिलासपुर में 36.3, हमीरपुर में 35.1, धौलाकुंआ में 35.1, बजौरा में 35 डिग्री तापमान रहा है।

मौसम विभाग के अनुसार शुक्रवार व शनिवार को मैदानी व मध्य पर्वतीय इलाकों में अनेक स्थानों जबकि उच्च पर्वतीय इलाकों में कुछ स्थानों पर मध्यम से भारी वर्षा होने की चेतावनी जारी की गई है जबकि उसके बाद फिर से मानसून थोड़ा हल्का पड़ जाएगा।

अब तक सामान्य वर्षा, कई जगह नुक्सान तो कहीं अभी राहत

हिमाचल में इस मानसून सीजन में अब तक सामान्य वर्षा रिकार्ड हुई है। कुछ स्थानों पर बारिश ने कहर भी बरपाया है जबकि कुछ इलाकों में अभी तक राहत है। प्रदेश में मानसून ने बीते 27 जून को दस्तक दी है और बीते दो सप्ताह में विभिन्न घटनाओं में 49 लोगों की जान गई है, जबकि 2 लापता हैं। इसके अलावा 71 लोग चोटिल हुए हैं। कांगड़ा जिले में सबसे ज्यादा 11, सोलन में 7, कुल्लू में 6, बिलासपुर में 5, मंडी में 6, ऊना में 4, सिरमौर में 3, चम्बा व किन्नौर में 2-2 और हमीरपुर व शिमला में 1-1 व्यक्ति की मौत हो गई। अभी तक राज्य में भूस्खलन, बाढ़ और बादल फटने की घटनाओं में कोई हताहत नहीं हुआ है। 27 जून से 11 जुलाई तक 175.78 करोड़ का नुक्सान हो चुका है।

वहीं विभाग ने हिमाचल आने वाले पर्यटकों को भूस्खलन संभावित इलाकों और नदी-नालों के समीप न जाने की हिदायत दी है। हिमाचल में सोमवार रात को जमकर बारिश हुई, हालांकि मंगलवार को धर्मशाला और नाहन को छोड़कर अन्य हिस्सों में मौसम साफ बना रहा। वहीं शिमला में दिनभर धुंध छाई रही। इसके अतिरिक्त बीते 24 घंटों में आरएल बीबीएमबी में सर्वाधिक 77 मिलीमीटर वर्षा दर्ज की गई।

प्रदेश में बारिश का दौर शुरू होने से मैदानी इलाकों में लोगों को गर्मी से राहत मिली है। शिमला में अधिकतम तापमान 24.5 डिग्री सैल्सियस दर्ज किया गया है। इसी तरह सुंदरनगर में 32.5 डिग्री, भुंतर में 36.4 डिग्री, कल्पा में 24.9 डिग्री, धर्मशाला में 28.5 डिग्री, ऊना में 35.6 डिग्री, नाहन में 27 डिग्री, सोलन में 27.5 डिग्री, मनाली में 28.2 डिग्री, कांगड़ा में 32.9 डिग्री, मंडी में 31.8 डिग्री, बिलासपुर में 33.9 डिग्री, हमीरपुर में 32.5 डिग्री, चम्बा में 36.3 डिग्री, जुब्बड़हट्टी में 26.2 डिग्री, कुफरी में 21.4 डिग्री, नारकंडा में 19 डिग्री, भरमौर में 31.2 डिग्री और रिकांगपिओ में तापमान 30.2 डिग्री सैल्सियस रहा।

मौसम विज्ञान केंद्र शिमला के निदेशक सुरेंद्र पाल ने बताया कि पिछले 24 घंटों के दौरान प्रदेश में कई स्थानों पर हल्की से मध्यम बारिश और एक-दो स्थानों पर भारी बारिश हुई। उन्होंने कहा कि प्रदेश में मौसम 8 जुलाई तक खराब बना रहेगा। इस दौरान अधिकतर क्षेत्रों में बारिश को लेकर यैलो अलर्ट जारी किया गया है। कई हिस्सों में तेज हवाओं के चलने की आशंका है।

हिमाचल में बारिश शुरू होते ही भूस्खलन से सड़कें बंद

राज्य आपदा प्रबंधन प्राधिकरण के अनुसार मंगलवार शाम तक राज्य में भूस्खलन से 6 सड़कें बंद हैं। इनमें मंडी जिला में 5 और कांगड़ा जिला में एक सड़क अवरुद्ध है। मंडी जिला के करसोग उपमंडल में 3 और सुंदरनगर व बालीचौकी में एक-एक सड़क बंद है।

कांगड़ा जिला के इंदौरा उपमंडल में भी एक सड़क पर आवागमन ठप्प है। वहीं आसमानी बिजली गिरने की वजह से चम्बा जिला में 3 ट्रांसफार्मर बंद हैं। विभागीय अधिकारियों का कहना है कि आगामी 24 घंटे में सड़कें खोल दी जाएंगी वहीं बिजली आपूर्ति भी बहाल कर दी जाएगी।

आपको बता दे की मौसम विज्ञान केंद्र शिमला (Meteorological Center Shimla) के अनुसार 3 मई से राज्य के कई भागों में मौसम खराब रहने का पूर्वानुमान है। 4 व 5 मई को मैदानी, मध्य व उच्च पर्वतीय कई भागों में बारिश की संभावना है। चोटियों पर हल्की बर्फबारी हो सकती है।

जानकारी के अनुसार चंबा, कांगड़ा, कुल्लू, मंडी, शिमला, सोलन, सिरमौर व किन्नौर जिले के कई भागों में अंधड़ चलने का येलो अलर्ट भी जारी किया गया है। 6 मई से मैदानी भागों में मौसम साफ रहने के आसार हैं। जबकि मध्य व उच्च पर्वतीय कुछ स्थानों पर 8 मई तक मौसम खराब बना रह सकता है।

मौसम विज्ञान केंद्र शिमला ने 13 और 14 अप्रैल को 9 जिलों शिमला, सोलन, कुल्लू, सिरमौर, चम्बा, कांगड़ा, ऊना, हमीरपुर और बिलासपुर के लिए ऑरैंज अलर्ट जारी किया है। इन 2 दिनों में 40 से 50 किलोमीटर प्रति घंटा की रफ्तार से हवाएं चलने की आशंका है। 12, 15 व 16 अप्रैल के लिए यैलो अलर्ट जारी हुआ है। इस अवधि में राज्य के उच्च पर्वतीय इलाकों में बर्फबारी होने की भी संभावना है।

मैदानी व मध्यम ऊंचाई वाले इलाकों के लिए यैलो अलर्ट रहेगा

मौसम विभाग के निदेशक सुरेंद्र पॉल ने बताया कि मैदानी व पहाड़ी इलाकों में अनेक स्थानों पर आंधी के साथ तेज बारिश हो सकती है। अगले 24 घंटों के दौरान मैदानी व मध्यम ऊंचाई वाले इलाकों के लिए यैलो अलर्ट रहेगा। उन्होंने 13 और 14 अप्रैल को ऑरैंज अलर्ट के चलते लोगों व प्रदेश का रुख करने वाले सैलानियों को सावधान रहने की हिदायत दी है। लाहौल-स्पीति और किन्नौर जिलों में बर्फबारी होने का अनुमान है।

किसानों को सताने लगी फसलों के खराब होने की चिंता

मौसम का मिजाज बिगड़ने की आशंका से किसानों को गेहूं की फसल, सेब व अन्य फलों-सब्जियों के नुक्सान का डर सताने लगा है। किसानों-बागवानों को सबसे अधिक डर ओलावृष्टि को लेकर लग रहा है। पहाड़ी इलाकों में ओलावृष्टि से सेब की फ्लावरिंग को नुक्सान होता है तो मैदानों में गेहूं की खड़ी व कटी फसल बर्बाद हो जाती है। मैदानी क्षेत्रों में गेहूं की फसल लगभग तैयार हो गई है और किसान अब इसे काटने की तैयारी में हैं।

हिमाचल प्रदेश पर्यटन निगम के प्रबंध निदेशक अमित कश्यप (Managing Director of Himachal Pradesh Tourism Corporation, Amit Kashyap) ने बताया कि हिमाचल प्रदेश पर्यटकों के लिए पूरी तरह से सुरक्षित है। हिमाचल प्रदेश सरकार पर्यटकों के स्वागत के लिए पूरी तरह तैयार है. शिमला, कांगड़ा घाटी, धर्मशाला, मैक्लोडगंज, पालमपुर, डलहौजी, खजियार और चंबा जाने के लिए भी रास्ता खुला है। पर्यटक इस सीज़न के दौरान राज्य के अधिकांश होटलों में विशेष छूट सुविधाओं का भी लाभ उठा सकते हैं। अमित कश्यप ने बताया कि पर्यटक कसौली, शिमला, चायल, नारकंडा और किन्नौर जैसी खूबसूरत जगहों की सैर कर सकते हैं। इन पर्यटन स्थलों के लिए रास्ता खुला है और कोई भी इन स्थलों तक सुरक्षित यात्रा कर सकता है।

हिमाचल में शिमला से धर्मशाला तक हवाई सेवा भी उपलब्ध

हिमाचल में शिमला से धर्मशाला तक हवाई कनेक्टिविटी भी धीरे-धीरे कम हो रही है। राज्य सरकार शिमला से धर्मशाला के लिए हवाई सेवा प्रदान कर रही है। इसके अलावा दिल्ली से शिमला और शिमला से धर्मशाला के लिए भी प्रतिदिन उड़ानें उपलब्ध हैं। सरकार शिमला-धर्मशाला-शिमला की सभी सीटों के किराये पर सब्सिडी भी दे रही है। इस रूट पर कुल किराया 3,000 रुपये तय किया गया है.

हिमाचल प्रदेश में पर्यटन उद्योग रोजगार का एक प्रमुख स्रोत है। वर्तमान में 4 हजार 297 होटल एवं 3 हजार 733 होम स्टे इकाइयां कार्यरत हैं। इसके अलावा यहां करीब 907 रेस्टोरेंट हैं. राज्य में करीब 4 हजार 705 ट्रैवल एजेंसियां हैं, जो यहां के लोगों को रोजगार मुहैया कराती हैं. इसके अलावा करीब 1 हजार 136 फोटोग्राफर और 195 टूरिस्ट गाइड पंजीकृत हैं। राज्य में लगभग दो लाख लोग सीधे तौर पर पर्यटन से जुड़े रोजगार से जुड़े हैं, जो कुल रोजगार का लगभग 3.89 प्रतिशत है। इसके अलावा राज्य में पैदा होने वाले अप्रत्यक्ष रोजगार में पर्यटन की हिस्सेदारी करीब 10.53 फीसदी है. इस प्रकार हिमाचल में कुल रोजगार का लगभग 14.42% रोजगार पर्यटन से उत्पन्न होता है। साफ है कि पर्यटन प्रभावित होने से हजारों परिवार प्रभावित हुए, लेकिन अब काम पटरी पर लौटता दिख रहा है।
